Union to Union seeks compliance and efficiency consultant

Union to Union seeks a consultant for a longer-term, part-time engagement to provide guidance and technical support in the implementation of internal controls, donor compliance and program efficiency in harmony with the established core approach of the trade union movement.

The consultancy is for part-time, 30-50 %, for six months, with preferred start in May.

The consultancy assignment includes the following tasks:

  1. Acquire an in-depth understanding of Union to Union’s system and structure of implementation, its program approach, its internal controls, etc.
  2. Develop a workplan for the project’s duration, which outlines the steps/activities, methodology, time distribution, required support and resources, etc.
  3. Together with the Program Unit and Union to Union’s management team:
    a) Assess the strengths and weaknesses of the system and structure for program implementation.
    b) Seek information and ideas from Sida funded CSOs, and other relevant actors. Similarly, liaise with Swedish trade unions and global union federations and local partners.
    c) Advise on improved procedures and methods in program design, planning, follow-up, evaluation/learning, and anti-corruption measures.
    d) Propose ensuring steering, controls and compliance within the partners’ structures and programs/projects.
    e) Analyze and suggest on the roles of program officers, controllers and finance to optimize quality assurance, development of programs, and donor compliance.
    f) Support the development of risk management for the programs and projects

Preferred profile of the Consultant:

  • Knowledge and experience in working with internal controls, donor compliance and quality assurance issues for non-profit organizations
  • Experiences from working with organizations in the international development cooperation sector (development aid)
  • A track record of working with organizational development and capacity building of organizations, with focus on issues such as efficiency, effectiveness, risk management, results-based management, theory of change methodology, program impact, etc.
  • Experience of supporting organizations in developing their systems, structures and procedures and aiming at effectiveness and alignment to the objectives of the organization.
  • Strong communications skills, including high skills in Swedish and English, both written and verbal.
